Ok so they want 100k compensation and Scally said no, so far anyway, id love to be a fly on the wall for the 2 days of negotiations for what is a 1 minute phone call, pay it or don't, they are in the driving seat, he is under contract as their manager.

How can he not leave now, he has said he's interested in the job, Newport fans will be on his back, and to be fair it is dragging on.

And that's where Scally has the trump card. If Edinburgh wants to go, Newport can't realistically stand in his way. Resignation, takes the job and then the fee gets watered down. £100k for the right man though shouldn't be unaffordable, given the potential costs of getting the wrong man

Resignation, takes the job and then the fee gets watered down. £100k for the right man though shouldn't be unaffordable, given the potential costs of getting the wrong man I don't think he will resign, i think he is happy to come as long as Newport are not skanked over, he seems pretty loyal to them in that regard and wants them to receive something, and rightly so, like you say 100k should not be unaffordable and Newport will know we could be potentially sitting on 1.5 million from Bertrand, and if not because scally has cashed in early that is not Newports fault, pay up or not, simples.....
